Should be ok: You're probably looking at a portion of a blood vessel on the surface of the tonsil. These aren't uncommon. If the bump seems to be enlarging or changing or anything I would get in to see your local ENT. The vast majority of the time a small red lesion on a tonsil in a 23 yo should be benign.
