Not likely: if your periods are not regular then last perio date does not help implantation bleeding has little significance

Not 3 weeks: Early ultrasound, meaning first trimester - usually between the 6th and 12th weeks - is accurate to +/- 3 days and maybe better. IF your periods are very regular and you are certain of the date, it should agree within 1 week with ultrasound. "Implantation bleeding" - politely - is nonsense and unreliable for anything. It's unlikely an early ultrasound could be off more than a few days.
