Hypotension: If the blood pressure drops low in a coronary artery disease patient or cerebral vascular disease patient it could cause a heart attack or stroke.

Yes: Has to be real low and somewhat prolonged to be shocky enough to damage heart( which extracts oxygen very well, or brain which auto regulates blood flow very well.).
