Odd statement: There are a large number of processes that may produce a "measles like" rash. There is also more than one measles.I suspect you are referring to someone who has had such reactions and either self labeled or been labeled as recurrent measles. To document measles you need blood tests, or a doc that has seen it before and knows true measles well.It doesn't recur unless you have an immune defect.
