Improving Skin Tone: Skin is generally dynamic and can stretch and tighten if it hasn't been damaged. Younger skin contracts best. Thin skin with stretch marks not as much. If there is not improvement in 2-3 months with healthy diet and exercise there are some options. Ex. Exilis, needling, and some laser treatments that do not require surgery. Surgical removal is also an option.

Build muscle: Sorry but their aren't too many options for "toning" skin. There are radio frequency based treatments that may help a little (Thermage is one) but my experience with them has been fairly unpredictable. Some patients have some improvement, others have very little. Building (i.e. enlarging) muscle to "fill up" the loose skin may be the best option. Avoiding tobacco and U.V. light is important.
