Can a brain aneurysm (in neck or brain) cause tingling in lower arm and leg (right side of body) mostly at night upon early ams? pain in right side back of neck and head at times too. right ear runs too?

Not feasible to attribute ALL your problems to the "aneurysm", but depending upon location, and size, of aneurysm, a potential for the tingling focally on right side could be due to vascular flow issues. Would evaluate your symptoms further with a neurosurgical consult, as it is best to be cautious and safe.
