Expected not normal: During the first year, while children don't start speaking but they increasingly become vocal from learning in a nurturing environment from visual and auditory cues. You have the concern at the right age and with proper training starting now the child can expect normal speech by 3 yrs, unless there are other concerns, which may require a detailed evaluation by a developmental specialist.

No. He needs an : evaluation of his development in all streams: receptive & expressive language & social communication & reciprocity. Use developmental screens & the M-CHAT, valid at 14 mos., on first signs.org. Ask your pediatrician to review the results & your son & refer to an Early Intervention Program for therapy & a developmental/behavioral pediatrician to find genetic, biological & environmental causes.

Yes: Depending on where you adopted from the child can be quite delayed. Especially babies from the European Eastern block (Russia, Romania) who have been in an orphanage can be definitely delayed. Same with most children adopted from China.
