Depends: Anything that increases your pressure in your abdominal cavity, will generally cause the hernia to bulge. Weightlifting and sit-ups do this the most. Low impact activities like walking and an elliptical machine should lessen the chance of a hernia becoming symptomatic but they still can lead to issues.

Non-painful exercise: The hernia is already there. If the exercise hurts, then avoid it. Consider repairing the hernia.
