Why is my mouth prone to a white tongue? i brush and clean my tongue twice a day and drink plenty of water but in morning and afternoon it's white.

Likely normal: A coating of white typically coats the top of the tongue and comprises collection of food debris, bacteria, and dead cells. Brushing your tongue daily is recommended for this reason. It could increase/decrease depending on diet and level of hydration and even hormone levels. If the white is localized to a small area, however, have it checked out as it could be pre-cancerous.
