Generally no: It is unlikely to transmit HIV as it is transmitted by blood transmission from one warm host to another. If the other owner of the razor has HIV and cut themselves with blood on the razor and you then did the same by using the razor IMMEDIATELY thereafter then there is a theoretical possibility of transmission but highly unlikely.

Glad to reassure you: Even if your family member is HIV-positive, the illness has never been transmitted this way. If they're not, you can't acquire it from them by any means whatever. The sore / lump should be seen if it's quite painful or stays for 2 weeks or more.
