Get tingling in arms & legs and dizziness, esp. in public places. mris, blood work, nerve tests, neuro exams show no problems. what could cause this?

Most likely your symptoms are possibly stress related and might have underlying GAD(generalized anxiety disorder) or OCD . This is not that uncommon, and when in public, your lack of CONTROL can cause you to have tingling, hyperventilation , dizziness , etc. Treatment would be counseling +/or medications will help
