No: Assisted living facilities are governed by state regulations. There is no requirement for nursing staff around the clock (in which case the facility would be designated a skilled nursing facility or nursing home). Retirement living is a vague & unregulated term. In general, it's intended for those who remain independent & able to provide for own care while ALF provides some care eg meals & ADLs
