Depends upon patient: Way too many variables to answer absolutely on general basis. Typically, we advocate for aging in place eg at home since it's more familiar and offers sense of place & community. But this assumes that one is healthy enough to do so and engaged enough in community. Also assumes enough resources. But often times, closest relative lives out of town so for frail elderly, institution may be better.
