are there probiotics or prebiotics in infant formula?

Both or either.: Look at the label. Example: Nutramigen® with Enflora™ LGG®* ("friendly" gut's bacterias, such as Lactobacterias (LGG) or Bifidobacterias, - they are - probiotics). Prebiotics are dietary fibers, or carbohydrates, or oligosaccharides, - the food needed for the normal gut flora (or microbiome) to grow (Example: Prebiotics in Enfagrow®).
