Hard to tell: An irritant reaction may be more likely. When this type of problem recurs, it is helpful to try removing the possible trigger (mouthwash in this case) to see if it resolves. Yes: Use or overuse of certain mouthwashes have caused these types of lip or mouth reactions. To find out, stop using any mouth washes and if that doesn't help after a week or so, try changing toothpaste.
