Start with your PCP: Without a more thorough history and physical exam, my first suspicion would be C2 cervical radiculopathy, but a scalp and supplying cutaneous nerve disorder like early shingles must be considered, so a careful search for a rash would be important. Diabetic peripheral neuropathy would not be a likely consideration given the long nerves of the lower extremities being the more likely site of onset.
