Infection: Some infections below the skin become walled off by the body. This is a defense mechanism to contain the infection. It may take antibiotics time to enter the area because of the poor vascular access. This is called an abscess. Sometimes it needs to be drained, but sometimes the antibiotics just need more time to work.
