Can a dentist give you gum recession or anything with dental cleanings if she doesnt like you after asking her to reclean your teeth free of charge ?

No: Your dentist cannot give you gum recession. If your gum tissue was inflammed and swolen prior to your cleaning it may be possible that as the inflammation caused by the plaque and tartar goes down after having it cleaned off your teeth, it may seem like you have a small amount of recession, but that would not be a negative reflection on your dentist. That's why you have your teeth cleaned!
