Will be ok: Expect the bottom teeth to come in as they would without the pacifier. The bite can be corrected later. Using the pacifier is self correcting. Peer pressure will stop it. If you want to speed things up, you can gradually cut the rubber shorter with a scissors.

Possibly not: Prolonged pernicious oral habits can result in bone deformation, requiring more complex orthodontic treatment. I assume she is seeing mental health professional for ptsd/anxiety (if not...Seek help). Ask for help discontinuing habit as can adversely affect position of teeth and shape of supporting jaw bone.
