Not enough info: Braces are used to fix the position of teeth to improve appearance and function. You don't say if whether your teeth are in good position. Talk to your dentist about your concerns and see if an orthodontist referral is the best choice for you. If another dental specialist would be more helpful, ask what kind and get a referral.

Possibly: If upper teeth are over erupted and/or protrusive then straightening them can reduce gummy appearance. If problem is skeletal rather than dental, a combination of orthodontic treatment and jaw surgery may be required. Best recommendation, see a qualified Orthodontic specialist (Initial Examination usually free) for an evaluation of hour malocclusion and the treatment options that are available.
