See advice below.: Use saline nose drops and suction the mucus from the nose as often as needed (if he can blow his nose, do that after saline drops). Also, elevate the head of the crib or bed. If your doctor ok's it, use a humidifier in the room during sleep. Cold and cough meds are proven not to help and can cause severe side effects. If these actions don't help enough, he needs to see his doctor.

Maybe a cold, but...: If it's just been a few days and he is drinking well, not running a high fever, and acting pretty well it may be a cough with a cold, and should start to improve in a few days. But, if he is having rapid or labored breathing, coughing often, high fever, acting weak, or drinking poorly it would warrant being seen soon. Also, if he's a young infant most people would recommend he be checked.
