Can i just clean my hair with water? shampoo's and conditioners make me itch and my mother refuses to buy me any.

No: Water by itself will not be effective at getting rid of oils, dirt etc from hair. A number of hypoallergenic shampoos available for people with sensitivities. At age 25 why does your mother have to buy your shampoo?
