Cervix was 4cm at 21weeks and 1.5cm at 22 weeks and lost pregnancy at 22 weeks. is my cervix incompetent? i had painful contractions hourly

No: that is preterm labor, not incompetent cervix. May sound the same but they are not. Theoretically you could have both, but that's not usual. Good wishes.
