Not reliably: The soleus muscle is deep to the gastrocnemius muscle, commonly referred to the calf muscle, and is not thought to be reliably palpable by itself in the lower leg. It does form the gastroc-soleus complex and achilles tendon which is responsible for performing a heel raise. Hope that helps.

Can be: I'm pretty well-muscled and very lean, and I can feel my soleus flexing as I grip beneath the edges of my Achilles tendon and point my foot up and down. Most folks probably can't.
