I've read many times a negative hiv test at 6 weeks is very unlikely to change at 12 weeks. why do they keep saying wait 3 months?

To be sure: It can take more than several weeks for some people to develop an antibody to HIV, but less than 3 months. So by retesting at 3 months or later there would be little or no chance of missing that a particular person has acquired the virus.
