Testes move from perineal to even up to the inside of internal inguinal ring, does this latter mean there's hernia? are this retractile testes?

Hernia: If testicle moves inside of the ring then yes this is a hernia. Have your primary doctor do a good exam. Hernias often need surgical repair but retractile testicles do not always need surgical correction.

Doesn't mean hernia: This does not sound like a hernia at all. Best way to check however is a physical exam. OK to go to a primary care or general practitioner first. Urgency depends of severity of symptoms. Hope this helps!

Yes: In an adult the testicles should not be retracting up into the inguinal canal, and should never make it into the external ring, much less the internal ring. The testicle may be nonfunctional and there is evidence that the risk of cancer is higher for a testicle that is not in the scrotum, especially when it occurs in young boys. Yes, retracted testicle is accurate.
