May be congenital : The distribution of melanin (dark skin pigment) doesn't always happen to be symmetrical. Some are born with darker skin certain skin areas for unclear reasons or due to genetic inheritance. If you feel there's something unusual like itch, pain, scaley changes, etc, you need to see your doctor.
