My Dr did a random routine blood test of Prothrombin Time and INR. My Prothrombin Time was 10.3 and INR was 0.9. I'm healthy in my 30s and not on any medications. Does my slow time mean I'm more prone to a stroke or a heart attack?

35 month old - ptt came back 42 normal range 26-39. Pt / INR normal. Cbc normal but notated platelet clumps +1, segs couple numbers high, lymph absol - little low. What could this mean.
PTT level of 20 sec(low compared to the control time of 30sec per the lab), PT time 12.2sec(high per the lab),INR of 1.11,prothrombin ratio 88%, platelets 242 giga/l. P.S:I have NAFLD and sgpt 64UI/l.Is there a liver problem related to coagulation?
