Shaving: Unfortunately, that is what shaving does to your skin, the only alternatives to this are depilatory creams, waxing, and electrolysis. It is up to you to decide what is easiest to live with, but would avoid depilatory creams near sensitive skin such as your private parts

A "hairy" problem?: Vulvar and pubic hair actually serves a physiologic function such as protecting the area from bacterial and debris invasion. When it is shaved the hairs, being very curly, tend to become "ingrown" into the sensitive skin causing itching. Razors are worse then hair removal creams as they tend to shave the area too close and irritating or nicking the skin increasing the likelihood of infection.
