Histamine release: A person can get eye itching if she reacts to certain types of pollen or particles, and the histamine released by her immune system causes itching, runny nose, watery eyes, wheezing, cough, lots of mucus, etc... Other possible causes are chemicals or particles that directly irritate the eyes, without an actual allergic reaction. A primary care or an eye doctor can check things out.
