See pain doctor: Risk of complications with a neck epidural steroid injection; includes dural puncture which is known to cause headaches. There is also the possibility of a hematoma or blood collection that can irritate nerve roots. Either of these should be seen by the interventional pain doctor that did the procedure as soon as possible for an evaluation.
