PVD or Vitreous Heme: Two possibilities are: 1) a posterior vitreous detachment, an age related separation of the vitreous gel from the retina. Especially if you also experienced flashes of light with the new floater. 2) vitreous hemorrhage, especially if you have a history of diabetic retinopathy. You should see your eye md as soon as possible for a dilated retinal exam to rule out an associated retinal tear or pdr.

Yes: Any diabetic with new floaters should have a dilated exam to evaluate the status of your retinopathy.
