A tarsal tunnel : Or even radiculopathy of the back are possibilities. Neuritis can be a diagnosis that would not necessarily be a neuroma, but the symptoms are similiar, if this was the case, i would offer a treatment or two and monitor efficacy of pain relief.

Tarsal tunnel synd.: Nerve problems anywhere in the leg or even back may be the answer, but more commonly, the posterior tibial nerve can get pinched at the medial ankle causing problems you describe. A simple EMG study could provide conclusive answers leading to treatment.

Numbness : Is related to nerve problem and sometimes MRI are not picking up on neuroma due to thin slices not ordered. Have your doctor try a local block to see it that helps. May need nerve condution study etc.
