Eczema: It could be eczema or warts, or an allergic reaction to something. Rashes are best treated in person so the doctor can see and feel to determine what it is.

Agree with colleague: It needs seen by a doc. The possibilities are numerous including vasculitis, autimmune, and endocarditis. Without adequate history, exam, and lab, it is hard to distinguish. It could also be a local traumatic change because of much activity on foot like sports and a new pair of shoes or an atypical presentation of gout. Unless resolves promptly, would see a doc.
