Petechia: The red dots are called petechia. The are ruptured tiny blood vessels and are a result of i the pressure caused by his /her cough . I recommend you see a primary care doctor , best of luck, jp.

Depends exact place: Red spots around the eyes, could be due to a range of issues. If it is on the skin and not on the white part of eye, the conjunctiva, then think of dermatological issues. If it blanches or not when glass slide (or plastic cup) pushed down shows if it is petechiae (can be from straining, vomiting, viruses, fever, bugs, allergic dermatitis, chicken pox, etc) or vasculitis (more worrisome).
