Epididemiolgy: Requires too detailed a response for this forum, but you may get an understand the difference by reading this wiki http://en.Wikipedia.Org/wiki/prevalence the basic answer though is yes. There may be no individuals with that particular disease at a given time (prevalence). If you contract that disease, and are the only one, you have established an incidence rate.
