Yes: Bacterial meningitis would be fatal before being present 20 days and viral meningitis doesn't generally last that long. There are many causes of chronic meningitis that can cause prolonged symptoms such as fungal meningitis due to cryptococcus or coccidiodomycosis, TB meningitis, sarcoidosis, cancer etc.
