Sometime within hour: If you can flex your neck to touch your chin to your chest without pain, its probably not meningitis. If its too stiff to do this, and you have a temperature over 38 deg C, see a practitioner soon, because bacterial meningitis can cause serious damage or death within hours. Most meningitis is caused by viruses, but if its uncertain, antibiotics are given (often via IV) just in case.

Meningitis: Meningitis does not take a week or more to show its symptoms, even if it is a viral infection. Also, there would be fever and possibly other symptoms involved. The neck pain and headache probably have another cause. I recommend that you seek a doctor's attention because the symptoms have persisted.
