My niece who lives here was tested at level 9 for lead in her system at school. is this serious?

No: She was most likely tested with a finger stick determination. Fingerstick levels are contaminated by whatever has been touched in the environment contains lead, such as exterior apint that is peeling, lead in the soil or in the air. A level of 9 on a fingerstick should not be alarming.
