No: Basal cell carcinoma is the most common type of skin cancer. The most common treatment is surgical removal. There are some prescription topical medications which can be used for some cases and occasionally even radiation treatments. This can be a dangerous problem and do not rely on folk remedies like those you mentioned.

No: Treatment depneds on the size and depth of the basal cell carconoma. Superficial skin cancers can be treated with prescription topical chemotherapy. Deep lesions require surgical resection. The sooner the better, as they tend to get bigger and bigger.
