Abnormal: Abnormal but common for the bruising to spread out through tissue planes to nearby areas it should not be draining fluid outside.

Yes: Bleeding during/after inguinal hernia surgery is not uncommon. The blood will seek dependent areas i.e. Penis/scrotum especially as you are more ambulatory. The bruising/swelling should be gone by 2-3 weeks.

Rather common: After hernia repair, I have seen gravitational drainage of blood, that sometimes looks like they are wearing purple briefs. If swelling is minimal, it will resolve as with any "bruise".
