Os it true that a blood test will not always give you the right results for hsv2 if you don't have outbreaks or symptoms?

No 100%: There is no such thing as a 100% test; that being said, the test for hsv antibodies is pretty good, especially if you are >16 weeks or so after exposure. The sensitivity is quoted at around 92%.
