Probably not: The mammary tissue extends well up into the axilla. That tissue will usually fluctuate with the changing hormones during your cycle. As you approach your period the estrogen levels increase and the breast tissue responds by becoming a bit fuller and more prominent - that is likely what you are noting. However, if you are concerned you should see your doctor for an exam.
