Normal: Yes it is a little macerated or wet. Just soak in epsin salt soaks for 15 min twice a day and apply a antibiotic ointment after.

You can apply: Betadine solution with a qtip on the white area and it will go away. (available over the counter). It is slightly macerated.

Yes: Infection causes drainage which causes the skin to get macerated (wet). When skin stays wet for long periods of time it turns white. You need to take an antibiotic and you need a permanent removal of the side if the toenail using a chemical to kill the nail cells on the side of the nail. Please get help from a podiatrist!
