Conjunctiva!: The thin layer is the conjunctiva and from your description it sounds inflamed. The conjunctiva is the clear thin skin like layer covering the white part of the eye(sclera). See an eye md.

Swollen conjunctiva: There is a transparent, thin, soft skin called conjunctiva covering the white wall of the eyeball called the sclera. You might see or feel the conjunctiva when it is swollen from infection or especially from allergies, but you also might feel it from it becoming loose and sloppy with aging or trauma (conjunctivochalasis). See your eyemd for correct diagnosis and treatment options.
