You should see: A foot doctor to have it checked out. A "pump bump" or haglund's deformity is located in the back of the heel. Occasionally one has a prominent peroneal tubercle which is a bone on the side of the heel....But since we can not see your foot you should have it looked at.

Excisional biopsy: By your description this sounds like something you should not ignore. Small painful hard bumps that change color are not common at the heel. Have a doctor look at it. The entire lesion can likely be removed, and sent out to make sure it is not a skin cancer. If too large a section can be sent out, and depending what it is, the rest can be removed or not.
