Neurologist needed: Non febrile seizures are something that should be investigated thoroughly. Ask for a consultation with a pediatric neurologist asap. This not something that you should wait on.

What is treatment?: Febrile seizures infrequently require chronic treatment except for fever control. If also has a seizure disorder, your child should be followed by a child neurologist and likely requires chronic medication. If controlled you will spend less time in the hospital.

Seizures: It sounds like your doctors have not been able to find a diagnosis nor a medication to control the seizures adequately. I hope a pediatric neurologist and or geneticist is involved at this point. If your toddler is taking the prescribed medications then he/she may need additional care from a specialist.
