Probably not: That is not an emergency unless it has showed up suddenly or after trauma. If that is not the case, you need not be seen emergently, but should see your regular doctor sometime in the next few days. In the mean time, try an anti-inflammatory medication such as ibuprofen.

If injured yes: If you were injured go to the er to rule out compartment syndrome. If there was not any trauma to your foot elevate put ice pak on heel and make appointment with a podiatrist.

Probably not: If the pain and numbness is severe and came on sudden, maybe. Most heel pain is an overuse syndrome and not an emergency. A podiatrist should be able to diagnose and treat you in his office for a fraction of the price of an er visit, and without sitting for hours waiting to be seen.
