Hard to say: Hard to know what these represent. Anytime something is removed, there will be a scar left behind, even when a plastic surgeon does it. Therefore, you have to consider the balance of the scar when you consider any sort of excision.

Could be ingrown hai: It is possible these are ingrown hairs caused by shaving or waxing. Are they red and painful? If so you may want to stop shaving/waxing. If hair removal is still desired look into laser hair removal.

Bumps between thighs: Salicylic acid products such as tendskin may be effective. Discuss with a dermatologist first.
