See a surgeon: You likely have either a urachal cyst or recurrent infections there. In either case, a good general surgeon should be able to help you.

Hmmmm : If after you clean it all out and look down with a light and see no debris on the bottom and still some drainage oozing out from the bottom, then you may want to go see your doctor for eval of possible fistula. I assume all obvious sign of infection was rule out. Good luck but please see someone to eval.

Foreign body?: If you have had a previous operation done using an incision at your belly button, it could be suture material responsible for the drainage. This would require a local surgical procedure to try to find and remove the suture to solve the problem. Hope this helps!
